Kryvyi Rih will be developed on the basis of a detailed City Development Strategy

Pub Date:September 23, 2021

The strategy was presented by the Chairman of the Public Council under the Executive Committee of Kryvyi Rih City Council Oleksandr Vilkul during the round table "Transformation of mono-cities and industrial territories", which was attended by Consul General of the Federal Republic of Germany Tanja Beyer, Secretary General of the Assembly of European Regions Christian Spahr, Member of the European Parliament, Member of the International Committee of the European Parliament Lukas Mandl, Director of the Hanns Seidel Foundation in Kyiv Benjamin Bobbe, Vice President of the Construction Support Fund Toralf Weise, and experts in infrastructure projects.

Presenting the developed Strategy, Oleksandr Vilkul emphasized:

"Kryvyi Rih will continue to be the most social city in Ukraine - with free public transportation, with targeted payments for most families. And the amount of these payments will increase.

Kryvyi Rih will continue to establish a comfortable environment for residents.

The city will have qualitatively improved medical care. Both in terms of repair and re-equipment of hospitals, and in terms of accessibility.

Secondary, special secondary, and higher education will be highly adapted to the needs of the market, so that our graduates can find a job more easily.

By 2030, the city's economy should change from a single-industry, which depends on the price of metal and ore in foreign markets, to the most diversified.

Also, Oleksandr Vilkul presented in detail some points of the Strategy, the implementation of which the residents of Kryvyi Rih will see in the near future.

"This is a comprehensive improvement of neighborhoods, and we rely on "live" interaction with residents on these issues. This approach has proven successful. Work is underway on the 4th Zarichnyi microdistrict. Next year we will reconstruct several more. And after that - all the neighborhoods of the city.

We are completing the overhaul of the roadway that connects the Cathedral with the Pioneer. According to this model, other roadways will be reconstructed Dniprovske Roadway, Metallurhiv Avenue, Volodymyr Valykyi Avenue, Gagarin Avenue, Myru Avenue and others.

The general transport model of the city is also transformed. 2/3 of all trolleybuses have already been replaced with new ones. New municipal buses have been purchased and their number will increase. In the coming months, 16 new trams will be purchased, with another 20 expected by the end of next year. A total of 50 new units are planned.

Also, according to the Strategy presented by Oleksandr Vilkul, the most important project will be the construction of a modern environmentally friendly waste processing plant. Completion of construction is planned in 2025.

Another very important project is Clean Water. Cleaning systems will be installed in all schools by the end of this year. The quality of cleaned water will be at least as good as the expensive bottled water sold in supermarkets.

Also, Oleksandr Vilkul emphasized: Next year, immediately after the end of the heating season, the reconstruction of boiler houses and networks will begin. Tenders are already being held. These plans include Gigant and Ukrmekhanobr boiler houses and the removal of the outdated KMK boiler house. 376 individual heating points will be installed. This is our joint project with the European Investment Bank and the funding for it is already there. This will improve the heat supply of Tsentralno-Miskyi, Metallurhiinyi, Saksahanskyi and parts of Dovhyntsivskyi districts."

The Chairman of the Public Council under the Executive Committee of the City Council spoke in detail about the transformation of the economy of Kryvyi Rih.

"The starting point of transformation: 60% of the city revenues and Kryvyi Rih residents income stem from the mining and metal processing industry. And only 40% come from other goods and services. Meaning we are completely dependent on fluctuations in the price of ore and metal on the world markets, as well as the decisions made by the few business owners in the industry.

We want to change this ratio in favor of other industries. Mining and processing is growing by an average of 1.5% per year. It is necessary to ensure a simultaneous increase in other areas by more than 5% per year. This way, by 2030, 60% of the budget will be provided by other industries, and 40% by mining and processing. At the same time, the total gross product of the city will increase by half, creating jobs in the process.

There are several world models of adaptation of mono-cities, we have studied them all carefully. And we definitely do not want to choose the route of subsidizing. Our way of development involves an already existing program of supporting medium and small business. This is only part of our Strategy, which is already being implemented. I am confident we will achieve our goals," Oleksandr Vilkul stressed.

Consul General of the Federal Republic of Germany Tanja Beyer noted:

"This is a very important project for the transformation of mono-cities and industrial territories, which is being implemented in Kryvyi Rih with the experience of Germany and in cooperation with German partners: the Hanns Seidel Foundation, the Construction Support Fund, and partners from the EU.

Your project goals are ambitious, but they are correct and crucial. Being modern, innovative, environmentally friendly is key for an industrial city like yours. This is an indicator of the multifaceted nature of Kryvyi Rih and the right path to the implementation of the Strategy."

Benjamin Bobbe, the project manager of the Hanns Seidel Foundation in Ukraine, praised the Development Strategy of Kryvyi Rih presented by Oleksandr Vilkul: We are convinced that good governance begins at the local level. It is at the local level that the benefits of democracy are felt and only at the local level the state is closer to its citizens. We support this project with its modern approaches, because it brings modernization and changes that people can feel."
